文员工作涉及面较广，事务较繁琐，对完成工作的质量效率也有一定的要求。那么，行政文员应该具备的基本素质和技能要求有哪些呢？
他应能独立操作计算机，熟练操作Word、Excel、PowerPoint等办公自动化软件及Internet邮件收发和处理技巧。熟练运用各类办公自动化设备。
同时应具备良好的记忆力以及对时间的分配和沟通协调能力，还要有较强的保密意识。具有良好的文字组织和语言表达能力，中英文打字速度快，能熟练操作五笔输入等汉字输入法。掌握常用英语口语，有较好的英语阅读和写作能力。
相比其他专业工种而言，文员没有程序化的工作步骤。但需要工作者把握好具体进度及衔接工作，最大限度的利用现有资源和人力配置。
